If you are trying to use the Excel 2016 Power Maps add-in and get a message saying all online content in Office is blocked, you should first check the setting under Options>Trust Center>Trust Center Settings>Privacy Options>>Let Office connect to online services from Microsoft. It should be enabled. If this does not resolve the problem, there may be a GPO setting in place that you wouldn’t suspect would cause this issue.
I ran into this issue today and found by enabling the below Group Policy setting it would restrict online Office content. It was configured to use OrgID only. Once I removed this setting (set to Not Configured) it resolved the Excel Maps problem.

Update 01/19/17: After reporting this to Microsoft, they have identified the issue and resolved in release 16.0.7369.2102. I have tested successfully.
